| Brightoil Group and the Zhenjiang People's Government signed Memorandum of Understanding |

| The Mayor of Zhenjiang City, Madam Xu Jinrong, together with the Deputy Mayor, Chen Jianshe and officials from other related departments visited our company on 23rd April, 2007. During the visit, Dr. Sit and Mayor Xu discussed on Brightoil’s shipbuilding project in the Dan Tu Economic Development Zone. After careful considerations and analysis, both parties reached common consensus on the Zhenjiang shipbuilding project. Dr. Sit and Deputy Mayor Chen Jianshe, representing Brightoil group and the Zhenjiang people''s government respectively, signed the Memorandum of Understanding. The Zhenjiang shipbuilding project is a strategic move for Brightoil’s future development, providing Brightoil the leverage to establish its own fleet of ships for our future growth. After the signing of the Memorandum of Understanding, both parties commenced preparatory work immediately to kick start the project. |
